The Financial Services Authority estimates that millions of people were missold endowments in the 1980s and 1990s, which means they were, more often unintentionally, misled by their insurance company into thinking that the endowment was guaranteed to pay off their mortgage, but, despite that, there are still around 700,000 people who have done nothing about their endowment shortfall.

In 2004, the FSA fined Allied Dunbar £725,000 for "serious flaws contained in its procedures for handling mortgage endowment complaints".
